Scott,

 This is to inform you that your application for driveway access to a proposed cell tower location is not included in the Town of Wyoming Planning Commission June agenda.  No discussion will be had or any decisions made at this June meeting regarding your application.

 This conclusion is based on the fact that critical public notification has not been accomplished as required by Township policy and agreements reached between your company and the Town of Wyoming Planning Commission at the April 11, 2017, Planning Commission meeting.

 Specifically:

  • Your May 23, 2017, revised application to the Town of Wyoming for driveway access and internal driveway did not include the names and addresses of landowners whose property is contiguous to the project.  When I brought this omission to your attention you provided me with the identical list that was included in your April application.  However, considerable discussion was had at the April meeting addressing the need for greater inclusiveness in the notification to potentially impacted parties and a more comprehensive list of landowners.  This was not addressed in your application as agreed to.
  • Also, at the April Planning Commission meeting, your company agreed to work with the Planning Commission to enhance the public notification process of your project by including notice in the local newspapers.  I agreed to be your point of contact and would work directly with your representatives to develop content we would both agree on.  Scott Reiter and I began work on drafting content.  In our last exchange, the draft notice included language that the driveway is to serve your cell tower project.  While notice has been issued in the newspapers, the final content was not agreed to.  No mention of the cell tower is made in your public notice.  This is unacceptable.
  • In your revised application you note “Sent Letters to property owners notifying them of the project and meeting within a 2mile radius.  Sent post cards to residents with a 4 mile radius of tower for a Meeting and Greet to explain project on May 23, 2017.”  My informal polling of neighbors to the project indicates no such letter was received.  Furthermore, the postcard that was mailed to “explain project” had the character of a commercial promotion of your general services.  I shared that feedback in our email exchanges but no modifications were made.  This is not consistent with working cooperatively and does not meet the intent of our agreement.

 

I renew my offer to work cooperatively with your company to assist you in adequately meeting the requirements of Township ordinances and policies.
